Promresurs acquires Severstal and Raspadskaya coal assets in Tuva

Tuva coal assets changed ownership as Novosibirsk-based Promresurs acquired holdings previously linked to Severstal and Raspadskaya.

The Novosibirsk-based company Promresurs has become the new owner of two coal enterprises in the Republic of Tuva. It acquired all shares in the company Ulugkhemugol, which was previously part of Severstal’s mining division, and 81% in Mezhegeyugol, which was wholly owned by Raspadskaya (Evraz).

The managing company Mezhegeyugol conducts exploration and mining of coal at the Mezhegeyskoye deposit and holds a license for the Vostochny section in the western part of the Ulug-Khem basin, the validity of which has been suspended due to delays in the construction of the Kyzyl-Kuragino railway. The enterprise’s capacity at the Mezhegeyskoye deposit is 1 mio t of Zh-grade coking coal per year, with proven and probable reserves estimated at 86 mio t under international classification.

Ulugkhemugol was Severstal’s last coal asset following the sale of Vorkutaugol in 2022. The company is not producing yet, but holds a license for the exploration and mining of coal in the Western block of the Ulug-Khem coal basin. Severstal explains the sale by its commitment to a strategy of reducing the use of solid fuel in its production chain.

Promresurs was registered in 2017 and specializes in the wholesale trade of solid fuel. The company is owned by Sergey Dyakonov, who previously headed now-closed coal mines in Kiselyovsk and Prokopyevsk.

Mezhegeyugol’s output since the beginning of 2026 amounted to 0.6 mio t (+0.4 mio t compared to January–August 2025).

Severstal’s loss reached 61.5 mio USD in H1 2026, against a profit of 553.9 mio USD for the same period in 2025.

Raspadskaya’s losses in H1 2026 amounted to 10.3 mio USD, against 8.9 mio USD for the same period in 2025.
