Russian coal shipments from Khakassia and Novosibirsk declined sharply in October 2026 as limited rail capacity and redirected cargo flows constrained eastbound exports.

Rail coal shipments for export from Khakassia and the Novosibirsk region in the eastbound direction fell sharply in October 2026, as cargo flows were redirected, following the halt of exports through Azov-Black Sea basin ports and the prioritization of grain shipments by rail.

According to shipment plans, the combined volume approved by Russian Railways (RZD) for the two regions in October totals 0.7 mio t, down from 1.7 mio t in August and 1.2 mio t in September. The decline compared with August is estimated at 1 mio t, split evenly between the Novosibirsk region and Khakassia at 0.5 mio t each.

The combined drop in shipments from the two regions reflects broader pressure on the eastbound route: after the halt of exports through southern ports, shippers redirected volumes to the Northwest and the East, but the capacity of these routes is limited, while priority has been given to agricultural cargoes.
