Russia’s coal development programme for 2035 was revised upward in 2019, setting a new target of a 10 percent to 20 percent growth in coal output. However Russia, could possibly benefit from the European Green Deal, as a coal-to-gas switch is necessary to quickly curb EU energy sector emissions.
