While China’s coal industry typically suffers from an overcapacity problem, its eastern and southern industrial base is comparatively undersupplied. The major coal-producing western provinces of Shanxi, Shaanxi, and Inner Mongolia should have been able to produce enough to avoid power shortages nationwide.
