RZD introduces railway bans for coal shipments to Far Eastern and Baltic ports

Due to the congestion of the railways of the Eastern range, a large number of abandoned trains amid unfavorable weather conditions in ports that cannot cope with unloading railcars, Russian Railways (RZD) introduced a number of restrictive measures on shipments of coal to the terminals of the port of Vanino, where a state of emergency was declared owing to heavy snowfalls.

In particular, the railway ban was imposed on coal deliveries to Daltransugol terminal (SUEK) from 25 to 29 November 2021. Also, a railway ban was imposed for shipments to VaninoTransUgol terminal (Kolmar) from 24 to 26 November 2021, due to the large number of abandoned trains (35 trains or 2016 railcars) and low railcars unloading (345 railcars/day with a processing capacity of 560 railcars/day). The convention for VaninioTransUgol cargos is most likely be extended until December 29. A failure to ensure railcars unloading, resulting from frozen coal also led to a ban for shipments to Vanino Sea Commercial Port from 25 to 29 November 2021. If the situation does not return to normal, RZD may extend the terms of the railway bans.

In addition, due to the low unloading of railcars, Russian Railways announced a 50% convention for coal shipments to the ports of Vera and Vladivostok from 22 to 26 November 2021.

In the Baltic, RZD imposed restrictions on coal loading to NKT terminal in Ust-Luga, following the failure to provide unloading and excess of the abandoned trains on the Oktyabrskaya railway. The term of the ban on the approval of applications for NKT has not been determined yet, and RZD will proceed from the emerging of the situation with railcars unloading at the terminal.
