Russian Railways (RZD) forecast a shortfall in export deliveries of coal from Kuzbass eastward, estimated at 0.8 mio t in Q2 2025. For the first 5 months of 2025 the plan was not fulfilled by about 0.6 mio t.
Kuzbass companies are reducing production and exports amid low prices, high logistics costs and Western sanctions. To reduce the risks of underutilization of capacities, RZD proposes to switch to the “take or pay” principle in contracts with coal companies.
Total exports from Kuzbass decreased to 43.6 mio t in January-May (-1 mio t or -2.6% y-o-y). The Eastern range accounted for 21.5 mio t (-0.6 mio t or -2.8% y-o-y).
